A tender deadline extension moves the last date for receiving offers and, with it, the opening date. In Saudi government tenders the entity announces it on the portal under the general announcement procedures and informs the buyers of the tender documents. For you, the practical effect falls on the periods counted from opening: your bid bond term and your offer validity.

Why do entities extend tender deadlines?

Under the current Implementing Regulations, the entity must extend the receipt term and postpone opening when the minimum announcement period was not completed, and may do so for justified reasons. The minimum is 15 days for an estimated cost up to SAR 5 million, 30 days above that and below SAR 100 million, and 60 days from SAR 100 million, unless the Minister approves a shorter period.

TriggerWhat happens

Justified reasons, for example material errors in the bills of quantities or the tender documents, an amendment to the documents or conditions, a justified request from most buyers of the documents, no offers received, or electronic opening not possibleReceipt term extended and opening postponed
Technical failure of the portalThe period for the unfinished step is extended by the length of the failure
Opening committee cannot sitOpening postponed, and new offers are not accepted during the delay

How is an extension announced?

The entity announces the extension and the new opening date under the general tender announcement procedures and must notify the buyers of the tender documents. Anyone who has not bought the documents should watch the tender page. Amending documents, postponing opening and extending offer validity are steps the Regulations place on the portal, and inquiries and answers are visible to every bidder. The 2026 devices booklet of the National Unified Procurement Company (NUPCO) likewise promises to notify all applicants of any change through its official channels.

What does an extension do to your bond and validity?

Both are counted from the date set for opening, so a new opening date moves them. The current Regulations require the bid bond to stay valid for at least 90 days from that date, and a shortfall of one or two days is not counted. Offers stay valid for 90 calendar days from the opening date under the current law, and 90 working days under the new law, which takes effect in early January 2027. NUPCO's 2026 devices and dental booklets use 120 days from opening for offers and bonds, so for NUPCO tenders read your booklet. Ask your bank to align the bond as soon as the new date is announced, and see how the validity period works and bid bonds on Etimad.

Do not confuse this with a validity extension after opening. There, the current Regulations give bidders who accept two weeks to extend their bonds and confirm, and bidders who do not come forward get their bonds back.

Under the current Regulations, a bidder may withdraw before the receipt term expires and the entity returns the bid bond. If the submission term is extended a second time and a buyer chooses to discontinue, the cost of the tender documents is refunded.

What changes under the new law?

The new law takes effect in early January 2027. It fixes no announcement periods itself and leaves the detail to Implementing Regulations due within 120 days of its publication, so whether today's extension, withdrawal and refund rules carry over depends on them. Offer validity becomes 90 working days, and a tender offered before the new law takes effect stays under the current law unless the Minister of Finance decides to apply some of the new rules to it, so check that tender's booklet and announcements. Our procurement law explainer covers the wider picture.

How do you keep track of extensions?

Reopen the tender page before each submission step, because the new date replaces the old one. For routine watching, see how to stay ahead of Etimad closing dates. On the Pulse Intelligence plan of NextBid's tender-alert subscription, tenders you save to favourites get follow-up emails when the deadline is extended, when the tender is cancelled and when an award is announced, and the plan also lets you track three deadlines (submission, questions window and guarantee) with reminder emails.

An extension moves the dates your bond and validity are counted from. When a new date is announced, check the opening date, ask your bank to align the guarantee and confirm the submission time.

Frequently asked questions

Who announces a tender deadline extension?

The government entity announces it on the portal under the general tender announcement procedures and notifies the buyers of the tender documents. The extension postpones opening to the new date.

Do I need a new bid bond after an extension?

Check the term. The current Regulations require the bid bond to be valid for at least 90 days from the date prescribed for opening, so a later opening date means a later required expiry. Etimad's guarantee amendment service cannot amend or extend an initial guarantee while offers are still being received, so ask your bank for a bond that covers the new date and, if you have already submitted, withdraw your offer and resubmit it with the new bond before the new deadline.

Can I still submit if only the opening is postponed?

No. If opening is postponed because the opening committee cannot sit, new offers are not accepted during the delay. If the receipt term itself is extended, you can submit until the new deadline.

Can I get my money back if the deadline keeps moving?

Yes. Under the current Regulations you can withdraw before the receipt term expires and get your bid bond back. If the submission term is extended a second time and you choose to discontinue, the cost of the tender documents is refunded.

Will the new law change how extensions work?

The new law takes effect in early January 2027 and fixes no announcement periods itself, leaving the detail to its Implementing Regulations. Tenders announced before that date stay under the current law, so read the legal basis in the booklet.
