Key Personnel CVs in a Technical Proposal: What Scores

27 October 2026 · 7 min read · By NextBid Bid Experts

Key personnel CVs show that the people you name meet the tender booklet's staff table requirements. Map each person to a role, evidence every requirement and name only people you can field.

Key personnel CVs prove that the people you name, not only your company, meet the tender booklet's team requirements: qualification, years of experience, certificates and availability. Map each person to a row of the staff table, evidence every requirement in one consistent format, and name only people you can field. In the Ministry of Finance's supervision model the entity can interview and approve them after the contract is signed, so a CV is a commitment, not a brochure.

What does the booklet ask for?

Start with the staff table. The Ministry of Finance's model booklets for general construction, consulting, engineering supervision and IT each include one, giving every role a job title, the minimum qualification accepted and the minimum years of experience, often by type of work. The sample rows ask for things like years of work in Saudi Arabia, supervision experience or a PMP certificate. The entity edits the table, so your booklet decides. In the construction model's example, the technical offer lists the team next to the methodology, schedule and past experience.

Staff table requirementWhat the CV should showWhat to attach
Job titleThe booklet's exact title, one named person per roleNothing extra; reuse the title in the org chart
Minimum qualificationDegree, field, university and graduation yearDegree certificate
Minimum years of experienceDated project history, so years in the type of work asked can be countedExperience letters or contracts, where the booklet asks
Certificates or registrationName, number and expiry of each certificate, and registration number where requiredValid copies of each
Availability and employmentEmployer (you or the agreed subcontractor), time commitment and start dateSigned commitment letter; employment contract where required

Add every row to your compliance matrix so each requirement has an owner and a document.

How should the org chart present the team?

Show the structure the booklet implies: the project manager leading delivery, deputies and discipline leads beneath, each box carrying the booklet's job title and a name. Place the entity's representative beside the project manager, joined by a line labelled direct coordination, so the entity sees one accountable contact. Then check that titles and names match across the chart, the CVs and the staffing plan. For the full offer layout, see our guide to the technical offer structure that scores.

What should each CV contain?

  • Role and time: the booklet's job title, not your internal one, and the share of time committed to this contract.
  • Qualification: degree, field, university and year, matching the table's minimum.
  • Experience: dated entries with client, role, period and scope, so years can be counted in the type of work the booklet names.
  • Certificates: name, number and expiry, checked against the opening date. The current Implementing Regulations list a Saudi Council of Engineers membership certificate among bidder documents for engineering works; the booklet says whether it also wants each engineer's registration number.
  • Employment: employed by you or by the agreed subcontractor. The consulting, supervision and IT models require staff to be on the contractor's or the agreed subcontractor's sponsorship, with an official employment contract the entity approves.
  • Availability: a signed commitment letter, and never name one person as full time on two live bids. The supervision model expects staff on site full time, although senior staff may be shared across project sites.

How are CVs scored, approved and replaced?

First check whether your booklet scores the team. In the current evaluation-criteria controls (2021), published on the Ministry of Finance website, the indicative weights for consulting contracts give team experience 30 to 60 points of the technical score, the highest range of the five criteria in the consulting example. That criterion covers the qualifications and experience of key staff, shown through CVs and professional certificates, and the share of Saudi workforce on the project is worth up to 10 points. In the same controls the technical score carries 60% to 80% of the total for consulting contracts at or above the high-value contract threshold and 60% to 70% below it. Your booklet sets its own criteria and weights.

The Ministry of Finance's supervision model shows how approval works after submission:

  • CVs submitted at tender stage are preliminary and conditional on the entity's approval, and any later change to the staff list needs its approval too.
  • The entity may ask you to replace a candidate before they start or during a three-month probation. You then supply a substitute within a period it sets, which the model suggests as four weeks.
  • Within two weeks of the notice to proceed, key staff CVs go to the entity for review, possible interviews and approval before hiring. A staffing plan listing each position and the named person, with planned dates, goes to the entity for approval each month.
  • If the entity rejects a candidate who meets the stated criteria, the contractor is relieved of the fine on that position for a set period until a substitute arrives.

How does Saudization affect key roles?

The entity writes the localisation conditions into the booklet in line with current decisions, so read them there. The consulting model requires compliance with the localisation decisions for consulting contracts, and reserves team roles for Saudis whose professional experience is a set number of years or fewer, leaving that number blank for the entity to fill in line with current decisions. The supervision model lists its fresh-graduate engineer roles as Saudi-national roles, requires Saudi fresh graduates and juniors to be hired in each contract year, and lets the entity ask for proof of their wages at any time. The current Regulations also list a certificate proving the required job Saudization percentage among bidder documents, valid when offers open. State nationality on every CV, and see post-qualification for the company-level checks.

What changes under the new law?

Staff tables, approval and replacement rules sit in each booklet, so they follow the booklet you bid on. The new law, which takes effect in early January 2027, was published on 4 September 2026, with its new Implementing Regulations due to take effect alongside it. A tender offered before the new law takes effect stays under the current law unless the Minister of Finance decides to apply some of the new rules to it, so check that tender's booklet and announcements. The evaluation weights above come from the current evaluation-criteria controls (2021), and under the new law evaluation criteria follow its Implementing Regulations and the preference regulation. The Saudi Council of Engineers and Saudization certificates also come from the current Regulations, so re-check the weights and the bidder documents once the new Implementing Regulations are issued. For mobilisation timing, see our guide to the work plan and schedule.

A CV is a commitment. A booklet can let the entity interview, approve and later require replacement of the people you name, so list only people you can field and back every line of the staff table with a document.

Frequently asked questions

How many years of experience should a project manager's CV show?

As many as your booklet's staff table sets for that title, counted in the type of work it names. The model tables split experience by type, such as construction, project supervision and work in Saudi Arabia, so a single total does not prove compliance.

Do I need a signed commitment letter from each person?

Your booklet says whether it asks for one. Even where it does not, a signed commitment is sensible, because the supervision model lets the entity interview and approve staff after the contract is signed, and an unavailable person forces a replacement.

Can I list people employed by a subcontractor?

Only as your booklet allows. The consulting, supervision and IT models require staff to be on the contractor's or the agreed subcontractor's sponsorship, with an official employment contract the entity approves, so agree the arrangement before you name them.

Can I change a key person after submitting the offer?

Treat named people as fixed. Under the supervision model, any change to the staff list in your offer needs the entity's approval, and the entity may ask you to replace a candidate before they start or during the three-month probation. Identify a qualified reserve for critical roles.

Our team maps your booklet's staff table to CVs, certificates and an org chart, and checks every attachment before submission.

How to Structure a Technical Proposal (العرض الفني) That Scores

The technical offer is the gate every bid must clear, and in some tenders it carries most of the points - yet it can be written as a wall of company boilerplate that answers questions no one asked. A technical offer that scores is built around the evaluation criteria, section by section, so an evaluator can find - and award - every point you have earned.
