Healthcare tenders in Saudi Arabia reach suppliers through two main doors. The National Unified Procurement Company (NUPCO), the central purchaser, buys medicines, medical devices and medical supplies for government health entities, while hospitals, the health clusters and Health Holding Company run their own procurement, including many direct purchases on Etimad and services such as cleaning, maintenance and premises. To compete you need Saudi Food and Drug Authority (SFDA) registration or marketing authorization for the medicines, devices and supplies you offer, the right route for what you sell, and a bid positioned on local content and price.

Who buys healthcare in Saudi Arabia?

The Ministry of Health is moving toward the role of regulator and supervisor of public and private health institutions, while the health clusters deliver care. Health Holding Company, a state-owned national company, delivers care through the twenty health clusters serving every region, and the clusters are moving from Ministry oversight to Holding oversight. The buyer named on a tender can therefore be a cluster, the Holding company or the Ministry, so read the buyer line in each booklet.

NUPCO was established to provide medicines, devices and medical supplies through a unified procurement system for government health sectors. In a 2021 announcement, NUPCO named the Ministries of Health, Defense, Interior, Education and National Guard and King Faisal Specialist Hospital and Research Centre among the entities it serves, and a 2026 devices booklet defines the beneficiary entities of a tender as NUPCO or the government entities. A 2026 Council of Ministers resolution also requires government entities to obtain their ambulance needs from NUPCO. See what NUPCO is and how it buys.

NUPCO publishes a tenders plan on its website, grouped into medical and laboratory supplies, pharmaceuticals and medical devices, with an expected bid-opening date and final-results date for each entry. Use it to schedule registrations and stock planning early. Health Holding lists opportunities for companies and suppliers on its own procurement page, so check it alongside Etimad and NUPCO.

How does SFDA registration affect your bid?

SFDA registration is a baseline requirement in NUPCO tenders. NUPCO's tenders FAQ states that all products offered in unified procurement tenders must be registered with the SFDA, and that unregistered products are handled under the general tender terms and the needs of the government health entities at award. The SFDA defines the marketing authorization (MDMA) as the document it issues to permit a medical device or supply to circulate in the market, and an authorized representative as a Kingdom-based legal person holding written authorization from a manufacturer abroad.

The booklets we reviewed show this in practice. A 2026 medical devices booklet requires copies of valid statutory certificates inside the offer, including the SFDA establishment license (MDEL), the manufacturer's legal representation certificate (AR) and the marketing authorization (MDMA). A 2023 medicines booklet asks for a product registration certificate from official bodies such as the SFDA for every item. Start these files before a tender is published.

For NUPCO, you start by registering as a supplier. The registration guide's documents screen lists an authorization letter, a chamber of commerce subscription, an agency certificate, an SFDA certificate and a zakat and income tax certificate, and our walkthrough of NUPCO supplier registration covers the steps. The devices booklet also asks small and medium enterprises for their certificate from the Small and Medium Enterprises General Authority (Monsha'at). Each booklet lists its own registrations, certificates and experience, so keep your file current before a tender appears.

For operations services, Health Holding's published medical maintenance project describes a model based on performance and operational efficiency instead of the traditional model that pays on bills of quantities and detailed resource counts. Read how to prepare an operation and maintenance proposal and price KPIs, service levels and operating risk, not headcount alone.

Where can a supplier gain an edge?

Local content is the clearest lever. The current preference regulation gives national products and local small and medium enterprises a 10% price preference in the cases it covers, and each NUPCO booklet we reviewed says it applies; the 2026 booklets apply it at the quantity-reflection stage, and the dental supplies booklet also refers to an additional price preference mechanism. That booklet, for example, gives award priority, on itemized lines, to local products registered with the SFDA that meet the specifications and, for unregistered items, to the manufacturer's official agent or a bidder dealing directly with the factory. The new law, which takes effect in early January 2027, keeps priority for local content and local SMEs and leaves the mechanism to a new preference regulation, while a tender offered before the new law takes effect stays under the current law unless the Minister of Finance decides to apply some of the new rules to it, so check that tender's booklet and announcements. See local content in Saudi government tenders.

A practical sequence for a first healthcare bid:

  1. Choose your lane: medicines, devices and supplies through NUPCO, or services and direct purchases through hospitals, the clusters and Health Holding.
  2. Settle registrations first: SFDA product registration or marketing authorization, establishment license and the manufacturer's representation papers.
  3. Register as a NUPCO supplier and keep every document valid.
  4. Read the item list or scope of work before buying the booklet, then price against it.
  5. For services, price KPIs, service levels and operating risk, not only staffing.
  6. Set alerts for your sector and keywords so you hear about new tenders early, not with days left.

Registration is the entry ticket and the booklet is the rulebook. Settle your SFDA documents and your buyer route, NUPCO for medicines, devices and supplies, and the hospital, cluster or Health Holding for services and direct purchases, before the tender is published, so the bid window goes to the offer, not the paperwork.

Frequently asked questions

Do I need SFDA registration to bid on NUPCO tenders?

Yes. NUPCO states that all products offered in unified procurement tenders must be registered with the SFDA. Unregistered products submitted anyway are handled under the general tender terms and the needs of the government health entities at award, so do not rely on that route.

Does NUPCO buy everything for government hospitals?

Not everything. NUPCO buys medicines, devices and medical supplies for government health entities. Health Holding's procurement page lists other opportunities for its clusters, including cleaning, laundry, maintenance, security guard qualification and premises leasing, so check each buyer's own channel.

Can a small company win healthcare work?

Yes, if it fits the lane. The current preference regulation gives local small and medium enterprises a 10% price preference in the cases it covers, and the new law, which takes effect in early January 2027, keeps priority for them. The bid must still meet the registration and qualification terms in the booklet.

Where can I see upcoming NUPCO tenders?

NUPCO publishes a tenders plan on its website with expected bid-opening and final-results dates for each entry. Pulse, the tender-alert subscription from NextBid, sends email alerts for new NUPCO tenders on its paid plans.

How do hospital service tenders differ from supply tenders?

The operations projects Health Holding has published describe performance-based contracts, and its general maintenance project ties dues and evaluations to KPIs and service-level agreements. Plan and price around the outcomes the buyer will measure, not around resource lists.

When does the new procurement law change this?

The new Government Tenders and Procurement Law takes effect in early January 2027, and tenders announced before then stay under the current law. Its new Implementing Regulations and a new preference regulation are due within 120 days of publication. The NUPCO booklets we reviewed refer to the current preference regulation and other government rules but never name the Government Tenders and Procurement Law, so check the legal basis stated in each booklet.

NextBid supports healthcare suppliers on both sides of the bid. Our bid management team prepares the technical and commercial proposals and checks compliance before submission, and Pulse emails new Etimad and NUPCO tenders for the sectors and keywords you choose, with NUPCO alerts on the paid plans.
